195.530 Noncamping use of public property by homeless individuals; attorney fees. (1) As used in this section:
(a) “City or county law” does not include policies developed pursuant to ORS 195.500 or 195.505.
(b)(A) “Keeping warm and dry” means using measures necessary for an individual to survive outdoors given the environmental conditions.
(B) “Keeping warm and dry” does not include using any measure that involves fire or flame.
(c) “Public property” has the meaning given that term in ORS 131.705.
No burning is allowed within 15 feet of any building,
1.8.3 Recreational fires are not for disposal purposes or to be used in order to burn prohibited materials such as plastic, rubber or garbage. For fire safety reasons recreational fires shall be 25 feet from any structure or combustible material, or only 15 feet if contained in a non-combustible fire pit. (OFC 307.4.2)
Definition: BONFIRE. An outdoor fire utilized for ceremonial purposes.
1.8.4 Bonfire. A bonfire shall not be conducted within 50 feet of a structure or combustible material unless the fire is contained in a barbecue pit. Conditions which could cause a fire to spread within 50 feet of a structure shall be eliminated prior to ignition (OFC 307.4.1).

Salem Revised Code (SRC) Section 95.720, prohibits camping on all public property.

AN ORDINANCE RELATING TO USE OF PUBLIC PROPERTY; AMENDING SRC 95.720; AND REPEALING SRC 95.730 AND ORDINANCE BILL NO. 6-20.
The City of Salem ordains as follows:
Section 1. SRC 95.720 is hereby amended as set forth in Exhibit A, attached hereto and by reference incorporated herein.
Section 2. SRC 95.730 is hereby repealed in its entirety as set forth in Exhibit A, attached hereto and by reference incorporated herein.
Section 3. Findings.
(f) The Americans with Disabilities Act (“ADA”) requires public and private sidewalks to be maintained with a minimum 36-inch travel corridor. Campsites that infringe within that corridor put the City at risk of violation of the ADA and encumber the right of persons with disabilities to access and engage in life activities.
